I'm going to guess that his urge is an itch on his back and they use the squirrel to bite it (The itch) like a back-scratcher(Holding the squirrel by the tail) but it'll bite it....Then while the squirrel is still biting they'll rotate the squirrel like a ratchet attached to the itch spot.
The park rangers seem American, but Kaspar is Russian, with the Orthodox father and the rest.
I don't think the park rangers are American or at least they don't speak in a typical american voice, John has written the dialogue in a german/swedish/dutch/I-really-don't-know way.

Don't drag the poor squirrel into this mess.
Nice to se the storyboards.
I'm a little confused though...

Do they have park rangers in Russia? Maybe, but wouldn't they be wearing big fur hats.
Maybe the rangers should be more like Dr. Zhivago
When Kaspar's with the 3 - legged girl, it seems like they're in the Alps. She looks like "Heidi"
Bastard! That squirrel should not be harmed! If so, don't make it too bad...
He's a growing boy that needs nutrition.
oh crap!
hurry!!! save the squirrel Kaspar!!!
Sheeee-ite! This is looking good.

This is John K, It's not like he's going to fall under such a formula. I was just generalising.
Some of the words seemed like that.
It could be that the characters are saying things in weird ways like that Yogi bear episode john made when Boo boo said
"Yogi and Mister Ranger...Fie-ding"
Instead of "Fighting"
I truly like that you go all the way and flip heads like that, that's the pay off - John K goes all the way!
oh yeah "wundergrad"
no sarcasm intended...
