They show the animation disc in TV Paint too only not as annoying in Toon Boom. Guess they want to remind you're making an animation.

If your animating on a cintique you should be able to rotate the actual cintique. They're two little bolt-things you can un-skrew in the back - once they're gone rotating the whole cintique is easy- just like an animation disc.
